WASHINGTON, 4th Feb. Air Kellogg expressed surprise at M. Briand's statement that the question of reparations and war debts might be the subject of an international conference this year. He declared that no such suggestion had been made to the United States.
•Mr Kellogg also announced that lie intends to leave to-morrow on an official goodwill visit to Ottawa, where, he will remain till, the 9th.
