"The Times" Riga correspondent ways that a general meeting of seamen and commanders of all units wound up the Baltic manoeuvres of the Soviet navy. Meetings were held ill the open sea.
War Commissar Voroshiloff warned the fleet that the menace of war was real and that it would probably start in 1928. Tho Heel was already iii fighting trim, but must, strive for greater efficiency. He stated that the Heel was being augmented for 1928 with the first instalment of four cruisers, three destroyers, and seven submarines in order to protect the Baltic from British raids.
