A manifesto signed by all ministers appeals for a truce from party strife in accordance with the wishes of tho King. It proclaims that all citizens, without distinction of nationality or religion, shall have the protection of the laws, and undertakes to observe the King's decisions regarding -succession, thus ruling out Prince Carol.
