(Received 17th Nov., 2.20 p.m.) OTTAWA, 16th Nov. Canadians, who some years ago flocked to the United States, are returning at the rate of 2000 monthly and once more becoming British citizens, according to the official emigration returns, which show that 90,000 new immigrants arrived in Canada during the first six months of this year.
