Second question: "Yes" 1.057.822; “no" 1.443.901. There are further returns to come. LONDON COMMENT LONDON, Sept. 7. The Daily Telegraph in an editorial questions whether a national referendum is a sound instrument for the achievement of an amendment of the constitution. The proposals for it are nearly always of a technical or judicial nature and are net readily understandable by democratic masses and are therefore apt to be regarded with suspicion.
