STATEMENT BY LORD BIRKENHEAD (By Electric Telegraph.—Copyright) (Sun Cable.) LONDON, June 22 Lord Birkenhead, who „is a member of the Cabinet Committee examining trade union law, riddressiqg fifteen hundred Conservative' Association delegates, declared that the primary necessity was that controllers of the trade union funds should be answerable for wrongful acts ofr which they were responsible. Ho favoured secret ballots and believed the difficulty of adequately arranging tor them could- be surmounted. Secret ballot would be useless if the examination of. the votes were left entirely in the hands of representatives of trade unions. The cabinet committee bad overwhelming evidence, of .fraudulent votes and bogus ret urns;, ■ . •
