REFEREES' CONFERENCE (UuiUsu Press Aaapdatlon.j DUNEDIN, April 5. At the New Zealand Rugby Referees' Conference, Mr Cliffe (Auckland) moved: "That bylaw No. 9 be amende!! thus: Instead of 'That the headquarters of the association shall be at Wellington.' it be altered to read: That, the headquarters of the association shall be moved every three years, the destination for each succeeding three years to be determined al the annual meeting preceding the change. and that Hie headquarters for the next three years shall be nt Wangauni.' " The mover said that the motion was brought forward in Hie general inleresls i f the game. The executive silting in one place for 100 many years tended to bring about a stalemate. 'ilhr-y (in Auckland) would also like In see the headquarters of Hie New Zealand Rugby Union changed from place lo place al different periods. Mr Millard (Wauganui) seconded the motion. He assured the meeting that if Wangaimi were selected an executive could be appointed there which would be quite capable of managing Hie affairs of the association. Mr Smyrk (Hawkes Hay) said his union was opposed to the motion. He considered that the place of the associa tinn was alongside the headquarters of .the New Zealand Rugby Union, with which it should be in close touch. He suggested that al least two members of the association outsid" Wellington should be appointed to the central execul ive. Mr M'Kenzie (Waifarapa) said he was instructed to oppose the motion. It was not desirable to shift the headquarters of the association until the headquarters of the New Zealand Rugby Union was shifted. The chairman said that the practice of holding the conference in different places was having a beneficial effect. Another delegate pointed out that the New Zealand Rugby Union would insist on Hie New Zealand Appointments Hoard being located in Wellington, so that it could get into touch at a moment's notice with it. Mr Sievers (the. secretary) thought the headquarters of the association should be located in the same place as the New Zealand Rugby Union. He pointed out that the association was not getting altogether a fair deal on the New Zealand Appointments Hoard, as it hud only one ; . preaentat ive against twi> by lite New Zealand Rugby Union. In reply Mr Cliffe said that' he was glad delegates had no! regarded the pro posal as a personal attack, but as an attempt to improve the conditions ol Rugby football.
