ON CONDITIONS
(By Electric Telegraph.—Copyright.) * JJ.Z. Cable Association.)
BERLIN July 16.
The German draft reply to the French security pact note was drawn up by Cabinet. There is strict secrecy regarding it, but the newspapers assert that- the reply declares Germany is ready to join the League of Nations on conditions, especially referring to Article Sixteen of the League of Nations Pact, namely, the right to march across Germany on request of the Council of the League; also the evacuation of occupied areas as provided in the Versailles Treaty.
The reply emphasises that Germany is greatly interested in the acceleration of the settlement of the security question but says that the French Note has considerably expanded the basis of the German memorandum of February 9th, introducing various new questions—for example, sanctions, which would require elucidation before a • conference can he held. The reply' will be published on 21st July, simultaneously in Paris and Berlin.
There will be a big debate in the Reichstag on it on 22nd July'.
