PREPARING TIIE WAY

Hie Daily Herald Berlin, correspondent says it is informed Mr Norman Governor of the Bank of England, has been preparing the ground for a new £40,000,000 loan to Germany, but the loan will only he granted on condition that Germany accepts the Allies’ conditions in the security pact ahd supports Britain’s policy towards Russia.
