ANTI-BRITISH CANARD

The Times Riga correspondent says the latest anti-British canard invented and circulated by Moscow is an alleged British Vdvccmnent scheme to overthrow the Soviet regime. According to the Soviet press the British made overtures to Latvia, Roland and Esthonia inviting their participation in a military campaign against Moscow, while the British Hoot occupied Bai'.ic pons. Responsible Soviet officials insist that t lie report is correct. The War Commissar, addressing Red troops, said lie was ready for an open declaration of war by the 'British because it was impossible to doubt that preparations for an attack are being made.
