IMPERIAL CONFERENCE
DOMINIONS AND. THE PROTOCOL By Elect-io Telegraph.—Copyright.) (Published in The Times.) A ' LONDON,. Dec 29. The Times in a leader says:—"There is nothing either surprising or disappointing about the. reluctance of the Dominion Governments to participates m, a. special Imperial Conference on the. protocol. The Dominions have their own affairs to -attend to and cannot reasonably bo, expected to release their Premiers and other responsible Ministers for long periods whenever a. problem, however important, comes up for settlement. Besides, the attitude of the Dominions to .the protocol is sufije-iently notorious in advance. Tha proposed conference could therefore decide -nothing but what is already known. The business of the Imperial Conference) when it next meets, should be something far larger and .more far reaching than the settlement of any current question. We should inaugurate oricjtj for all a system under which not merely the protocol but every other world problem could be discussed between its members with the knowledge ur.i continuity which would, in fact, make an invitation to a. sudden conclave as unnecessary- as it is now proving impracticable."
