A tremendous sensation was caused throughout Italy, as the. result, of tho publication of a memorandum by Cesare Rossi, formerly chief of the Press Bureau; in winch he paints a picture of tho unscrupulous violence, of .the Fascist hierarchy. Rossi, who is a prisoner and accused of being the instigator of the Matteotti murder, declares without hesitation that nearly all attacks on Opposition leaders were inspired and ordered by or executed with Ihc knowledge of Signor -Mussolini. The memorandum throws no new light on the Matteotti crime, in connection with which Rossi disclaims any responsibility. LONDON, Dec. 29. Tho Daily Telegraph's Rome correspondent .states that tho secret memorandum, written by Rossi during the eight days while ho was in hiding after the Matteotti murder, deals in detail with all the accusations. He says Mussolini brdered the beating of Amcndola and suggested the beating of Misuri. Mussolini personally proposed that Eava/zalo should be beaten in order that he should have, a merited lesson. Rossi adds: .'"Every morning the- private secretary of Mussolini transmitted to me the names of opponents who were to be wayhid and hogged. Ealse passports were given three men to go abroad and carry out. punitive missions. Mussolini objected to all suggestions of moderation owing to his violent sat.guinary nature."'
