The situation .was such that in the interests of democratic government “we are justified in saying wo will introduce legislation similar to that introduced in Britain sortie years ago, to. have the constitution amended so that a measure which lias been twig; supported by the Commons shall not be. defeated by the Senate on the-third.occasion, on which it is brought before Parliament."
