ARMS REDUCTIONS

WASHINGTON, April 7
Mr Pepper’s resolution calling for a conference on arms reductions and international law and The Hague Tribunal precipitated a brief but acrimonious debate, showing that many senators deeply resent the attempt to sidetrack President Harding’s World Court proposal or to disregard the League of Nations. Mr Swanson asked Mr Pepper why tire United States should not join the conference now occurring between 54 nations, namely the League, upon the foregoing subjects, Mr Pepper replied that he refused to discuss the League of Nations. Other democrats arose and demanded to know what action is being taken pending the resolutions asking for world conferences. Some Democrats desired information whether the Republican leaders are committed to Mr Pepper’s resolution. Mr Pepper replied in the negative. Explaining the measure lie declared he was convinced that an invitation by the Ring of the Belgians for such a conference to mefct at Brussels would lie welt received. _
