LONDON, April 25. Tho Daily Telegraph's Dusseldorf coiespondrent states that authoritative advices from Berlin report that a new German offer will bo made at the end of the week, the Government addressing all the Allies simultaneously.

REFUSAL TO SUPPORT LOAN CASTIGATION OF GERMAN INDUS TRIALISTS BERLIN, April 25.. A severe castigation of German industrialists was administered by Herr Havenstein, president of the Reichsbank. He accused them of selfishness in refusing to support the loan, which is therefore a failure. Ho also declared that they, by speculating in foreign exchange, were stabbing the Government in the back. Herr Havenstein added that if-the effort to stabilise the mark could otherwise be effected, the Reichsbank would employ fbice regardless of persons and firms. He urged that other banks should assist by refusing to deal in foreign exchange beyond the daily legitimate needs of trade and industry.

Industrialists angrily reply that the Reichsbank, by,attempting-to fix the mark too high, is killing the export tifde, and.that they are really acting patriotically in counteracting the Government's action.
