ROME, Nov. 13,
Signor Mussolini’s Government proposed to create popularly-elected national .technical boards. Electors will receive two cards ,one to vote_ for a deputy and one for a representative on tbe technical board. Parliament will deal with the solution of general problems. The boards will introduce reforms and improvements in the respective spheres o /industry, commerce and labour.
