WASHINGTON, April 11 The' Finance Goihmittee reported the Permanent Tariff Bill to the Senate. Wherever possible’ the dutiable values are based on the foreign value Or price at the time of importation, the President being authorised to increase or decrease the duties to meet , conditions, also to meet’tariff discrimination by other countries by proclaiming new additional tariff against such countries or excluding their‘ products. The cattle duties are increased from to 1J- cents a-poWsd; sheep and goats from 1 cent a pound to 2dels, a, head; fresh lamb from 2 to 5 cents a pound; mutton and goat meat 1 i to 21- cents a pound. The latter provisions are aimed at Australian and New Zealand meat. Wheat is increased s,cents to 30 cents a bushel. The wool schedule is based on a rate of 33 cents a pound for scoured. Raw uncured hides are subject to a duty of 2 cents a pound and dried 4 cents. The free list ' includes' tih v cedar, mahogany, rosewood, lignum, vitae.. The Administration expects passage by July, bpt a bitter Senate fight is expected over ‘foreign Valuations. The wool schedule is also expected to create a. reated debate.'
