LONDON, August 19
Tho Admiralty decoded cypher messages passing between Tchitcherin and Litornoff discussing the best means of assisting the Daily Herald newspaper. Mr. Wansbury, when visiting Moscow early in 1920, asked help to get newsprint. Tchitcherin finally instructed Litcrnoff to subsidise the Daily Herald by instalments, in order to maintain control of the paper and give the Herald Chinese bonds. Mr Lansbury to-day denies that the Herald ever received Chinese bonds, and says he sought help, in getting newsprint purely as a business matter, as English, merchants were boycotting the Herald.
