NUMEROUS GANGS OPERATING. (Australian and N.Z. Cable Assocution LONDON, Jan. 18, Owing to an epidemic of cloth ribbevies in Britain, insurance rates have risen threefold. Some underwriters refuse such risks. Apparently numerous gangs are operating. They generally employ motor vans.
