Barnes, a member of the War Cabinet, in a speech at Eastham, said that the League of Nations after the war must reduce armaments and; suppress private capitalism, and therer in. inaugurate machinery to enforce the decrees. He added that it was difficult to. envisage a League including , Austria and "Germany, but we must look beyond the smoke of battle-, and must subordinate the feeling of repugnance for, the Germans and look ahead to the time when the 'German people are chastened. Their present depravity may be only- a passing phase. It may well bo that, the peace terms will require Ger- ; many to enter the League. There was ■i a" growing feeling among Entente >den)oI oracles that the Governments should; consult' organised laboud' to a. greater extent. Mr Barnes suggests an early Hague Conference to frame a scheme to reduce armaments among the 'Entente powers, and also a scheme for combined action against aggression
