May 119, 9.20 a.m.) LONDON, May 18. Lord Esher states that he has seen a letter written at Berlin by an officer, stating that the Kaiser's abdication was mentioned at a recent meeting. The Emperor's reconstruction of the Empire is openly discussed in Government circles as an alternative to the erection of. a republic. The -writer added that if the Kaiser s successor be elected by tlie Germany, end /even Prussia, would not choosd the Crown Prince.
