GERMAN'S FRANTIC APPEAL
TRUST IN SUBMARINES. LONDON. April 27. During his speech in the Reichstag on the submarine campaign, the German Minister for the Interior, Dv. Heliferich, said he estimated the tonnage still available for British trade at front 7,000.000 to 10.000,000, and asserted that the new British construction in 1916 was less than the normal annual diminution caused by wearing out in peace-time.. Reuter's correspondent at Amsterdam states that Dr Helfferich quoted statistics in an endeavour to convince Germans that Britain was beaten. He declared that the British effort to "-relieve the difficulties by the drastic restriction of imports was doomed to failure. , His glowing'picture of British, rum resolved itself into a peroration of frantic appeal with which the speech concluded, urging the Germans to keep their nerves steady and maintain their internal unity. ' • . '
