OTTAWA, April 10. Mr Borden declares that the "Quebec Chronicle's" outline of the Government's naval policy is without foundation.
Nevertheless some of the napers, while admitting it is not proper the policy should be promulgated before Mr Borden has submitted the scheme to the Admiralty, say's it is evident that means should be found to test public opinion in Canada- and the other Dominions and Britain before Canada is formally committed to a definite scheme.
