Opinion in Government circles of the Senate's action regarding the arbitration treaties inclines to the belief that- the treaties are not likely to be ottered either to Britain or France in consequence of the mangling nature of the amendments carried in the Senate. The latter consented only to pass the treaties with the proviso that- the following matters would not be submitted to arbitration:—The admission of aliens, the territorial integrity of several States, or the United States itself, the Monroe doctrine or any question involving the maintenance of the traditional attitude of the United States concerning purely American questions. Such wide exceptions are regarded as rendering arbitration treaties useless.
