The Kaiser, speaking ;it Hamburg, referring to the development of '■hipping and commerce under the GovT)i:in Empire restored in 1871, eompareel the 'Herman nalion with a block of steel forged bv the hammer of C'oil. Tie said that such development had been possible only because behind it blood the Empire's forces, especially a well-respected navy. His hopes had been fulfilled, but progress had been possible onlv owing 1o the I'eno- peace. He added that after the" rest oration of the Empire peace hfid< been assured, and with -Hod's will peace would remain assured.
