THE NEW FRENCH PREMIER.
M. Briand has succeeded M. Clemenceau as Premier of France. '"In private life M. Briand is characterised by his undemonstrative personality," says the Paris correspondent of the "Times." "He is a man of quiet demeanour who carries his 47 years lightly. He is neither grey-headed nor bald, but he sometimes has the tired look of a hard worker. But wfcen some po^nt o£ «!«>- --cial interest arises in conversation he brightens up and manifests all the alertness and energy which characterise his very able debating speeches in the Chamber. Except at, such moments, he might easily be confounded with the mass of ordinary French officials of his own age. but when he is engrossed in a subject it soon becomes apparent that ho is a man of no ordinary ability and tact.
