(Press Association. — Copsbiqht.) ARBITRATION IN BRITAIN. UK. UIxVSTON~~CHURCHILL'S SCHEME. LONDON, Tuesday. Mr Winston Churchill, President of the Board of Trade, has prepared a scheme for a permanent tribunal of arbitration. It creates a panel composed equally of business and labour .representatives. If both parties to a dispute wish experts in the particular trade they will be selected from the pane] by the Board of Trade to settle it.
