'. NEW CLAUSES. ! [United Phess Association.} : WEI LINGTON Wednes . In the Legislative Council, after midnight, Dr Findlay's amendment on [ tho Second Ballot Bill was agreed to by 17 to 6. After a long discussion a new . sub-clause, to allow newspapers to publish any statement of fact if the same be genuinely for the public benefit, was added to the Bill on the voices. Mr Rice moved a sub-clause to restrict cJause 19 to electorates named in the first schedule of the Bill. The motion was rejected on the voices, and the , clause as amended was agreed to by 16 to 7. Clause 18 was amended to Drovide that every candidate or other Derson who is knowingly a party to any breach of the provisions of sub-section 4 is Euilty of corrupt practice. A new clause was added to provide, that the 1 licensina poll shall not be affected in the case of a second ballot. The Bill , was then reported, and the Council rose at 1.20 a.m. i ~~~^~~~
