A MILITANT SPEECH IN THE REICHSTAG.
BERLIN, Wednesday. Herr Einem, in a militant speech in the Reichstag, declared that he was confident that the Reichstag would vote money to give their soldiers the best weapons, and not act like France, when, in 1900, the sky was overcast, they lavished a hundred millions on the frontier in order to be ready for war with Germany. They must be ready before it was necessary to use their weapons.
