THE DISARMAMENT PROPOSALS ABANDONED. [Unitfo Press Association.— Coptbight.] ROME, Thursday. Owing to the hostility encountered at Berlin and Vienna, Italy will withdraw her compromise proposal intended to facilitate discussion of Sir H. C. Bannerman's limitation of armaments proposal at the Hague Convention. AMSTERDAM, Thurs. The newspaper "Vaderland," published at the. Hague, remarks that the beautiful but theoretical prospects opened by England's declaration had vanished, but the consequence of a breach in the Triple Alliance might have been graver still.
