THE CHEMULPHO BATTLE. A RUSSIAN ACCOUNT, (Received Feb. 23, 8.. r >s a.m.) ST. PETERSBURG. Yesterday. Tho report by M. Pad off, Russian Minister at Seoul, of the fight off Chemulpho, represents that the Japanese protected cruiser Takachicho (3727 tons, 7120 i.h.p.) was sunk, and tho armoured cruiser Asania (9750 tons, 18,000 ih p > was silenced.
