SAND FOR SUGAR.
(Received Feb. 23, 8.5") a.m. ) LONDON, Yesterday. The "Daily Telegraph" reports embezzlements and corruption with regard to victualling revealed at Port Arthur. Sand has been supplied instead of sugar, and large quantities of military stores record ed on paper are non-existent.
