Compulsory Reforms Urged. [United Press Association,] London, September 17 _ 1 1 is stated that Armenian prisoners in Constantinople are being treated with baabarous cruelty, and that scores are dying ; also that numbers of those condemned to be deported will bo simply dropped into the sea. The " St. James Gazette " urges the British, American, and Italian Governments to &end an uitimxtum to the Sultan giving him the- alternative of deposition or accepting a European Commission to supervise the Government on pain of having the Dardanelles forced. American opinion is favourable to comphision unless the Monroe doctrine prevents interference in European affairs.
