Interesting Constitutional Question in New South Wales.
Sydnby, Jnly 26. A constitutional crisis has ari en owing to the Council emending the Payment of Members Bill in the direction of making it apply only to succeeding Parliaments and not to the present one. The Speaker deoided tbnt the Council had no right to amend a mon*y Bill. Sir H. Parkes moved that the Bill be set aside to permit of the passing of another Bill asserting tbe rights of the Assembly. A 1 hot debate followed, in the course of wbioh j the Council oame in for severe oritioiem and Mr Dibbs said bhe Opposition would assist the Government to the utmost*. The motion waß oarri»d and Sir H. Parkes then gave notice of motion to suspend standing orders iB order to pass the Bill through all its stages in one j dr-y. He also announced that ha would introduce a Bill noxb week to reform the Counoil on the basis of popular eleotion. Brisbane, July 26, Parliament has agreed to an increuße of j I representation on the basis arrived at by t heFederal Counoil.
