(Received D.cember 21, 12 60 p.m.) London, December 20. The delegates of the Powers represented at the Sugar Bounties Conference have signed a protocol, embodying the resolutions arrived at, and the Conference has been adjourned to an indefinite date. The majority of the representatives have reserved the various points for the consideration of their respective Governments. The British delegate has agreed that the West Indian possessions shall be committed to stipulations which are acceptable to the Imperial Government. Suakim, December 19. Nows has reached here that Osman Digna with a large force of rebels is in the vicinity of Eandoub.
