Soviet Boycott Threat
Russia said today that it would boycott the emergency Big Power talks on Palestine if Arabs or Jews were called in for consultations. M. Gromyko made the statement when the United States, Russia, France and China resumed emergency talks on the Palestine situation. M. Gromyko said he already knew the opinions of the Arabs and Jews and also pointed out that the Big Four were not asked to reopen consultations by the Security Council. Mr Warren Austin (.U.S.) said he* realised this, but it might be possible*
to get further information from both parties to complete the report which the Big Four must make to the Security Council.
M. Gromyko said the United States delegation was free to obtain this information and report to the Big Four, but, as a group, they had no authority to enter into consultations and he could not take the responsibility for reopening the discussions.
No final decision was taken on the question, and Sir Alexander Cadogan was called in to answer further questions on the mandatory power.
