Russo-U.S. Clash in Control Council

TOKIO, Wed.—Mr William Sebald (United States), chairman of the Allied Council for Japan, today refused a demand by the Soviet member (General Kislenko) that the demilitarisation of Japan be placed on the agenda for the next council meeting. “Such a discussion would be unseemly, undignified and possibly', lead to acrimonious discussion,” he said. Mr Sebald repeated previous assertions that the Soviet member was consistently misusing the council.

“I have tried hard to make the council a constructive body,” he added. “Apparently I have failed.”

General Kislenko said information was being withheld regarding the demilitarisation of Japan. Mr Sebald replied that all such information was made public. He declared that considerable amounts of arms and other war materials captured by the Russians in Manchuria after the Japanese surrender had gone to the Chinese Communist forces.
