FRANKFURT, Wed. (11 a.m.)—General Clay announced a British-Ameri-can plan giving Germans more political autonomy. The plan proposes doubling the size of the present 52-member bizonal Economic Council, creating an executive which would act like a Cabinet, creating a 16-member upper chamber, and establishing a high court to arbitrate in disputes between bizonal agencies and provincial authorities. The Russian-licensed newspaper Berlin Am Mittag declared that the Anglo-American plans for Western Germany meant in practice the formation of a new state, says Reuters Berlin correspondent. The Times Frankfurt correspondent says Germany’s delegates to the conference at which General Clay announced the plan, will meet the military governors again on Thursday with their agreement or counter-proposals. The Anglo-American plan also proposes a state bank for the two zones, to be controlled by the Military Government with power to issue currency, control credit and act as a depository for German export-import funds.
