Aid To Europe; No Sum To Be Fixed
WASHINGTON. Tues. President Truman had agreed that Congress would not have to vote on any specific sum for the four full years of the European recovery programme, said the chairman of the Senate Foreign Relations Committee (Senator A. H. Vandenberg) today. “The net result is simply to eliminate the mention of $17,000,000,000 in the bill in recognition of the fact that it is impossible to anticipate what, the conditions of the world will be in the next four said Senator Vandenberg. A four-year authorisation would be futile because a future Congress might wish to exceed the ceiling. Senator Vandenberg explained that he had made these points in a letter to the Secretary of State (Mr Marshall) and had received a reply to the effect that Mr Truman and Mr Marshall concurred in his views. Another reason for deleting a specific total was that its retention might invite specific reliance abroad, which was impossible under American constitutional procedure. Retiring Winterset MELBOURNE.
