Jap Peace Treaty . . .

LONDON. Mon. (10 a.m.)— I The British and United States Governments have received copies of the Soviet Note to China reiterating Russia’s view that the Big Four should prepare the Japanese peace treaty. A British spokesman said Britain disagreed with both the Russian proposal and China’s suggestion that the 11 nations represented on the Far Eastern Commission should draft the treaty, subject to the Big Four’s veto. Britain still believed that the countries which- helped to defeat Japan, those which had suffered Japanese aggression, and those with vital interests in the Pacific should attend the preliminarv peace conference. Washington views A Washington message says the Soviet Note is being studied there. Authorities on Far Eastern Affairs in Washington point out that, although the Russian Foreign Minister (M. Molotov) now agrees that other members of the Far Eastern Commission should be called in on a "consultative” basis, his latest proposal represents no fundamental change in the Russian policy—based on a different interpretation of the Potsdam Agreement

from that of the United States. SOME CONCESSION However, it is conceded that Russia’s new proposal does represent some slight concession. No indication could be obtained at the State Department today when the United States is likely again to give its views on this subject. Officials said the new Russian proposal would be considered in framing

a reply.to the Chinese Note, which is regarded as a compromise between the Russian and United States viewpoints.
