Two Minor Agreements
LONDON, Wed. (10 a.m.)—At the Foreign Ministers’ Council session today M. Molotov (Russia) proposed that the Ministers should agree to base each treaty with Germany on the decisions of the Yalta and Potsdam conferences.
The Russian, British, French and American Governments should submit to the council within two months proposals to form the basis for preparing the peace treaty. The chairman (M. Bidault, France) said if the council accepted M. Molotov’s suggestion the Ministers might as well go home and end the conference immediately. M. Molotov thereupon withdrew his proposal. After reaching two minor agreements on preparation of the German peace treaty, the Ministers decided to refer the whole document to their deputies.
