U.S. Plan For Future OF Korea

(Rec. noon) NEW YORK, Oct. 17. A United States resolution, designed to break the long deadlock with the Soviet over Korea’s future, was circulated among the Assembly’s delegates today. The resolution called for elections in the Soviet and American zones under United Nations supervision not later than March 31, 1948.

It asked the Assembly to recognise that the national independence of Korea should be re-established and all occupying forces withdrawn at the earliest date possible. The Korean national government should then establish its own security forces.

The resolution also provides for the establishment of a United Nations temporary commissicn to supervise the elections with complete freedom of movement in both zones.

250,000 UNDER ARMS Mr John Foster Dulles, who will present the United States plan in the Political Committee, told reporters that the Soviet had organised 250,000 Korean troops in the Soviet zone, and no corresponding force existed in the United States zone. He recalled the Soviet proposal for withdrawal of foreign occupation forces which some American quarters interpret as a device for placing Korea under Communist control.
