(Rec. 11 a.m.) LONDON, Jan. 7. The Chief of the Imperial General Staff, Field Marshal Montgomery, when he arrived in Moscow, asked that his short speech at the aerodrome be published in Moscow newspapers, says the British United Press correspondent. All papers today print the story on the front page and a picture of his welcome.

The Moscow correspondent of Associated Press says it is learned on good authority that Viscount Montgomery came with an outspoken assertion that any military agreements between Britain and the United States were not exclusive and Russia would be welcome to join. Lord Montgomery will make, or has made, this clear to the Russians. It is known that Lord Montgomery is a straight, frank talker who will not hesitate to tell the Russians just what is on his mind. Lord Montgomery addressed the Higheri Military Academy of the Russian General Staff, giving his conception of the war, soldiers and attack. Among the leaders present were Marshals I-Coniev, Govorov and Vassilevsky, and Admiral Kuznetsov, ViceMinister for the Navy.

Lord Montgomery, tvho is a teetotaller, kept to water throughout. Toasts Avere drunk to Marshal Stalin. King George and Anglo-Rus-sian friendship.
