Translation Of Chiang’s Book Top Secret

WASHINGTON, January 2

A correspondent of the New York “Herald Tribune" learns that the Secretary of State (Mr. Byrnes) refused a request by Mr. Hugh Delacy, a Democrat member of Congress, to see the State Department’s translation of Generalissimo Chiang. Kai-shek’s allegedly Fascistic book, “China’s Destiny.” His grounds were that publication of the document might jeopardise the current Chinese-American negotiations.

State Department sources said rt full translation of the book was not available elsewhere in the United States because the Chinese censorship had forbidden the export cf any translation from China, while the first edition, issued several years ago in China, {tad been recalled and destroyed. t UNFAVOURABLE PASSAGES

The officials added that the State Department considered the translation of the book a top secret because it was brought from China in a diplomatic pouch. Intelligence officers had reported that the book contained passages “which might be unfavourable to the British and American Governments."

Mr. Delacy said the only information Congress has concerning the book is through newspapermen returning from China who have read private “translations. The Chinese censors have confiscated all these translations.
