'i'll Union of Public Employees believe that tin.- revolutionary effects of tin- "failure of private enterprise" and present advantages <-i State Control in war industries will do much to convince the British people of the desirability of instituting social ownership of industries without which no extensive post-war reconstruct ion is possible. The union asks Congress to instruct the General Council to draw up general principles on the subject.
