The provision of a new block which would relieve the congested office space at the Town Hal! was considered in 1938, sketch plans being prepared and estimates worked out. The matter was left in abeyance, however, but, was revived again early this year, when the Mayor ■ Mr. J. A. C. Allum.) submitted a report on post-war works. In June, the council's Finance Committee considered the plans already prepared, and instructed Ihe city engineer (Mr. J.
