Justifies U.S. Policy Towards Vichy

NEW YORK, Feb. 21
The United Press states that RearAdmiral Yates Stirling declares that the acquisition of the Richelieu and other French fleet units is a major United Nations’ victory and a vindication of Washington’s policy to France since the Franco-German armistice.
Continuance of diplomatic relations was necessary even when it was obvious that Vichy was assuming an increasingly pro-German tinge. Darlan appointed commanders of French ships during the period of FrancoGerman collaboration, and crews, following the Darlan policy, were anti-British partly because of the British attacks on Oran and elsewhere. The American policy, therefore, was directed to moulding events enabling French sailors to surrender to America and eventually use the ships against the Axis in an effort to free tfcteir homeland from German rule.
