Jap. Army Chiefs Confer

(Received 10 a.m.) LONDON, August 10. A conference of Japanese army chiefs, summoned by LieutenantGeneral Itagaki, Minister of War, in reference to the Manchukuo situation, is being followed with keen attention. The reports of General Ugaki, Foreign Minister, on the progress of the border warfares, were submitted. The decisions, though not revealed, are expected to have a vital effect. A few hours after the breaking up of the general staff conference, members of. the Supreme War Council were hastily summoned to consider the border hostilities. Those present included the Emperor’s uncle, Prince Asaka, the chief of the general staff, Prince Kanin, and Lieutenant-General Itagaki. Later they conferred with 24 generals. The Foreign Office spokesman, Mr T. jKawai, confirmed that Japan was agreeable to a border commission with equal Russian and Japanese representation, which would fall in with Moscow’s demands. He added that the negotiations had not reached a deadlock, but patience was required.

The conviction in Moscow is that Japan’s military extremists are determined to force the issue, in spite of the moderates in the Tokio Government, while Russia is equally determined not to recede from its present stand. This presents a serious situation for the second session of the Supreme Soviet on Wednesday.
