L itvinoff, Russian Foreign Minister, who has turned down Japan’s proposed terms for the cessation of fighting on the Kor ean frontier, has been a prominent figure in world affairs for a number of years. A man of great eloquence and penetrative thought, he has played a leading role in all the big negotiations regarding world affairs in which Russia has been represented. His speeches at Geneva on the subject of disarmament have been outstanding features of League meetings.
