(Received 10 a.m.) RUGBY, July 27. Speaking in the House of Lords on the situation in Spain, the Foreign Secretary, Viscount Halifax, said the policy of the British Government was still to push on with non-intervention. “I am confident that with goodwill on both sides there need be no great delay in making real progress,” Lord Halifax added. Both sides knew that if at any time it seemed possible for the services of the British Government to be usefully invoked for the establishment of an armistice, those services would . most willingly be made available. Referring to Anglo-Italian relations, Lord Halifax said the agreement with Italy was closely linked with the Spanish problem, and it had been a matter of great regret to the British Government that the prerequisite conditions upon which the agreement stood still remained unfulfilled.
